I applied on 28th February for Tier 1 entrepreneur initial application , biometrics done the same day and got below email today, kindly advice, is it normal

“
Thank you for applying for a UK visa. Your visa application has been received and is under consideration. We aim to process non settlement applications within 15 working days (unless you have opted for the Priority Visa service), and settlement applications within 60 working days.

Unfortunately, the processing of your application has not been straightforward and we will be unable to decide your application within our customer service targets. We are continuing to work on your application and aim to make a decision as soon as possible.

We will write to you again if there is any change to this. Please do not attend the Visa Application Centre until you have been advised that your application has been decided and that your passport is ready for collection.

Applied from Middle East with priority service on 24th March, Biometrics done 3rd April, got exact same email as your's yesterday that application is not "straightforward". ... today got email for interview on 2nd May.

I also applied for 50k entrepreneur route(not priority) on 28th march 2019.
On 15th april, received standard mail that it could take more time.
Still no answers or interview call from them.
I have a good immigration history.
I think it will take 2 months for them to call me for interview as i see many have applied due to closure of this route.
Applied at Mumbai VFS.

I attend interview in 2nd week of March 2019, I got Another email today from SHEFFIELD UKVI requesting for interview again, nearly 20 Minutes after the first email, I got below email

“ This interview has been cancelled.

Tricky question is the question irrelevant to business plan
