I applied for (and received) my citizenship by descent February 2019 from the USA, having posted my application from the States and attended a biometrics application from a USCIS ASC.
I am in the process of trying to register my children (also by descent as I lived in the UK as a child), but the day before our biometrics appointment, we got word that the ASCs had stopped processing UK applications.
I've been monitoring the VFS website as instructed and recently saw this page:

So we went to our make-up day today, only to be told (after the processing agent called UKVI) that PACs could not process biometrics since it was a different system from the ASCs, and that we would just have to wait until the ASCs opened back up.
That sounds strange to me and I know even within UKVI there is a lot of confusion about what is going on (when I asked the appointment setter the day my appointment was cancelled, she had no idea that the US ASCs were no longer processing them). Has anyone else been able to complete their citizenship biometrics at a PAC? I'm confused because on the VFS website it says they handle overseas citizenship applications, but the DC office at least said they can't do it. I'm curious if anyone has had success in this area.
