Very Urgent:ILR-AR pending,Go FLR(LR) or tier-2/5???!!!

Hi Lifesavers/All/Zimba/CR001,
Pls help me.

First came Tier-1(G) Jly 2009
ILR-5Yr submitted Feb2018[No Gaps]
ILR with AR process still pending,[Tax Probs]I am sure I would win in Appeal.

eligible for 10Yr-LR on 9Jun2019[10Yrs-28Days]

But to try avoid Appeals/too much costs&Stress:-Not convinced to apply for Set[LR] or FLR(LR) due to conflicting changes in [Jun/Nov-2018]39E& 276CD (I),(II),(iV)&LR continuous stay,[I know cases pending on this w.r.t Sunny03,Ahmad&6-Other cases on 39E for LR-10Yr]

A1)Would it be better if applied for Tier-2/5 before AR-Decision date?, so that this helps in avoiding Gaps for continuous stay
A2)Would it be better if applied for Study-Visa before AR-Decision date?, so that this helps in avoiding Gaps for continuous stay for LR.
B)can the break from 3C be ignored if applied Tier-2/5 within 14days of AR-Decision date covering by 39E?
C)After submitting via above "A" or "B" would it be fine to vary application to FLR(LR)/FLR(FP) on 9Jun2019?
(Assume no dependents,FP is on discretionary/Human-8 Rules)
Pls stress if it looks like FLR(LR) suites more than FLR(FP)
D)If success after point "C" can I vary to SET[LR] after winning FLR(LR) or FP???
E)If success after Tir-2/5 or StudyVisa can I vary to SET[LR] after winning Tir2/5 or StudyVisa???
