Spouse visa or Fiance Visa?

Hi,

I was wondering if I could get some advise please.

A good friend of mine (British citizen) is planning to get married with her fiance (Filipino). They have been together for 6 years. They have been engaged for 2 years and has been planning to get married. However, they can't get married due to her fiance's immigration status. Her fiance has lived in the UK for 10 years with his family but he has been refused indefinite leave to remain and previous leave to remain applications, including appeals. Sadly my friend's fiance has to leave the UK, leave his fiancee, family and friends here in the UK as he can no longer appeal or stay.

Now, my friend's fiance has left UK and currently living in the Philippines. They plan to get married this year to finally be together for good and to settle down in the UK.

My friend and her fiance didn't live together in the UK while dating as they both live with their parents (cultural tradition).

What is their best option? Should they get married in the Philippines then apply for spouse visa or would it be better to apply for fiance visa then get married in the UK and apply for spouse visa after they get married in the UK?

Your advise would be greatly appreciated. Thank you :D
