IHS fee on being offered FLR

So having screwed up our ILR and being offered FLR 5 year route, we were told to pay the IHS of £500. Followed the directions on our paperwork, only to be inky able to pay the new charge of £1000!!!! Its quite clear on our paperwork that we should be paying the old fees......how do we sort this?!?
