There is, to the best of my knowledge, no way to sponsor children over the age of 18 under the UK Immigration Rules (except in exceptional circumstances, such as the child needing personal day-to-day care that only the parent can provide, etc).
However, your friend can look at moving to another (non-British) EEA member-state before Brexit and settle there. Provided he arrives before Brexit, he will have rights to move his daughter there with him, provided he can prove dependency. The Netherlands is a good option, as it is largely conversant in English and within the Schengen Zone. So settling there will allow your spouse and family to travel within the Schengen Zone easily.
