6 Months Family Visit Visa - Who can apply?

Hello All,
My sister is planning to visit me. My husband has just got his ILR and I still have tier2 dependant visa. I am now collecting my document to apply for the dependant of a settled person type.
In this case, should she apply for tourist visa or family visit visa? Does my husband count as family to her and her husband's applications?
Since, I still have old visa (valid 2020) which I need to renew asap, should I be giving any special document with their application?
