BRP Received but Supporting Docs Not Yet Arrived

I requested our passports back on 10/6 and my BRP arrived (applied through family permit) on 18/6. The letter with my permit said that I should have already received a decision letter with my supporting documents but this is not the case. Have others received their BRP before their passports? If so how long was the wait? I'm concerned the wires were crossed on their end when I asked for my passport back. That's supposed to take 10 days- should I wait until that deadline has passed and then call or fill out the second form? Thanks!
