I need to register in Turkish embassy and change my surname and get a new passport.
Do you?
Can't comment on Turkish law, but in the UK, you can keep your maiden name after marriage all your life if you want.
Can I apply for residence card using the current passport with old surname?
If you decide not to change your name, which is perfectly legal in the UK, then yes.
Do I need to apply with my new name and new passport?
If you change your legal name, yes.
If I change my surname after issuing the residence card, is it going to be an issue?
This is also an option if you absolutely want to change your name, but want to have your residence card soon. You can choose to not change your name for now, do all paperwork in your maiden name; then change your name. You will then need to report your change of name to the HO (and I believe get a new card).
Again, not sure what the practice is in Turkey, but if you are getting married in the UK, you can decide not
to change your name and still be legally married.
