Visa appeal accepted but still received passport back without visa on it

Hi I am a Spanish National resident in Uk,My mrs is waiting in Pakistan for uk visa.
My mrs visa refusal appeal was allowed in January 2019 and we have received letter from Uk decision centre.
Time line below
Appeal allowed:jan 2019
Passport summit:April 2019
Passport received no visa on it : August 2019 with same refusal letter from last year date on it.

someone give me advice please what steps I can take next
How can they accept my appeal then still not allowing visa or they make error somewhere.
Why they give us same refusal letter from last year date on it why not new one
Please help

You can appeal, but it doesn't mean necessarily that the appeal would reverse previous decision.

What are the reasons stated for the refusal?

Refusal was that we haven’t provide wedding pictures and financial documents
But when we appealed we have provide them all missing documents that’s why then tribunal withdraw Old decision and made new decision
Received letter confirming that we have provide in off evidence and that proofs we are genuine couple
After that they told us to summit the passport

Yes I did summit the passport but when I collect the passport there’s no visa stamp on it and I also received same old refusal letter back dated September 2018
