Confused on qualifying period for ILR 10 years route

Hi, my history is as follow.
Visa Issue on 10th Oct 2009.
Came to Uk on 17th Oct 2009
MY current visa expires on 30th Sep 2019.
Am I eligible to ILR after 19th Sept? or not. my lawful residency for 10 years is short by 17 days which could be any issues for my ILR.

Yes you can apply on 19th Sept. You do not need to have 10 years visa to cover it

Yes you can. There is no postal application, all is done online now
