Immigration to the EU and Civil Partnerships

Hey guys.

I need some assistance, because I am getting so lost with all these laws. So here's my story:

I am a non-EU citizen. I moved to the UK in 2001.
I stayed there on a student visa until 2004, and then received a 5 year work permit. After 2.5 (in 2007) I resigned, and left the UK in July.

2 years ago I met my partner - who is Austrian. As I am currently countryless, I am travelling around, and living with him as much as my tourist visas permit (being in Austria and Germany).

My partner is planning on moving in a few months either to the UK or to the Netherlands. he is thinking of moving there around December-January - depending on what university he will decide to go to.

We want to get married (or civil partnered, as the case may be) and live together happily ever after. but how do we get our rights? Can we get married in the UK, and if so - can we stay there afterwards? If he never lived there?
can we get married outside the UK and then move there? What are our options?

Any help is welcome. Please...

Sorry... that's just me being poetic.

I do have a nationality, but as I am not interested in ever returning to that place (other than for holiday purposes) and do not feel emotionally a part of that country (i do legaly, obviously).
problem is - i have no rights in any other country.
hence me feeling stateless :)
