Northern Ireland - Irish Citizenship Naturalization Query

Hi,
I am currently living in Northern Ireland since 28th Feb 2016 ( almost 3 years 7 months). Before that I was in India.
My child born in Belfast on 6th Sep 2019. I am planning to apply Irish naturalization certificate using Form C under section 28A.
I am a non-EU/EEA & non-Swiss citizen legally resident in Northern Ireland with Tie-2 general VISA for 5 years.
Please advise whether I am currently eligible to apply Irish naturalization certificate for my child or I should wait until 4 years stay to complete in Northern Ireland?

Your child should be entitled to Irish citizenship if you have a right to live on the island of Ireland and you have lived for at least 3 years before your child is born. There is no need to apply for naturalisation.

Hi littlerr,
thanks for your reply. But I don't have permanent residence status yet and still on 5 years Visa until March 2021. So in this case also I don't need naturalization certificate and eligible to apply passport?.

Also there is another condition like 3 out of 4 years stay in Northern Ireland, so i need to stay at-least 4 years in Northern Ireland for 4 years before i apply?

Please advise.

I do not understand. Why do you need to be a permanent resident? Residence is residence. 3 year residence does not mean permanent residence.
Where do you find the requirement of having to stay for 4 years? 3 years have always been the requirement. 3 out of 4 means you need to be here for at least 3 years in the last 4 years.

In that they have mentioned, to get the Certificate of Nationality before applying the passport.

Passport application
To apply for your child's passport, send the Certificate of Nationality and passport application form to the Department of Foreign Affairs and Trade for processing.

You fill that form out to prove that YOU are a legal resident in Northern Ireland for at least THREE years in the last 4 years. A certificate will be sent to you once they are satisfied. Your child is an Irish citizen. You just cannot apply for his/her passport before you have this certificate.
It did not say that you need to apply for naturalisation for your child.
It did not say that you need to be a permanent resident.
It did not say that you need to live 4 years or wait for 4 years.

Thank you littlerr, I will submit the form C at the earliest to get the resident certificate and then apply for passport.
