Documents For UK Visitor Visa - Indian Student Applying From France

Hi,

I am looking for advice on the documents required for UK visitor visa. My brother in law is studying in France holding a student visa on Indian passport. He is planning to visit UK on a short term visitor visa.
In the form of college NOC, can he write a letter and get it signed by his Dean or professor mentioning his holiday approval? Since his college said that they don't provide any NOC on college letterhead.
Also, can you please help me with funds he should show, as he is staying in France as a student. How much fund he should show and in which account India or France?
If anyone has applied uk visa application in such case and it was successful, it would be great if you can please share the details of documents submitted.
