Work Permit- What is SUBSTATIAL CHNAGE job and salary?

Changing Job Title from Junior Engineer to Engineer is substantial chnage?( Doing same type of work and no change in duties ,same location ).
Salary rise of 5.5% due to change in title from junior engineer to engineer coz of good performance ,in addition to annual pay rise , is a substatial change?
Do home office need to be informed about the change in title and pay rise? My HR says no need coz i am not changing job from one profession to another.
