10 year route

I have a question on behalf of a family member. The person is currently on his FLR visa and at the end of the visa he would have done 5 years in the UK. Question is can the 10 year route be chosen? I know if you’re not eligible for the 5 year route that you go onto the 10 year route, but how do we choose the 10 year route from the beginning?

Why would he choose to switch to the 10 year route if he qualifies for ILR at the end of his current FLR(M) visa
