Tier 2 is refused can anyone help me

My tier 1 was granted on 17 feb 2014 to 2017
1st flr 17 feb 2017 to 18 feb 2018(refused)
2nd flr 3 March 2018 to 17 dec 2018(refused)
3rd flr 3 jan 2019 to 4 jun 2019
(Refused)
4th flr 18 jun 2019
Contact through MP on 13 OCT for status update the HO REPLIED THAT ITS IN A ACTIVE CONSIDERATION
11 dec 2019 I varied my application to tier 2 (general)
Refused on 27th dec 2019

I need to my admin review



Hi r u can you help me in one point
1. In my first refusal they dint say about 3c leave is ended
2. In my second refusal they dint say about 3c leave is ended
3.in my third refusal they did say about out of time 3c leave on 4th jun 2019
Is it because of my application refused dated 17 dec and I have applied my application on 3 jan which is more than 14 days according to HO.
But I recieved the refusal letter in Royal Mail post on 23 December which I applied with in 10 days
4. Fourth application I have varied it

On nov 18 2019 when I contact via mp they clearly states that the my application is in active consideration
On this basis Is there any possible ways to get any discretion on administrative review mam

And also in ho refusal letter they are stating that my 3c leave ends on 21 feb 2018
But they oly mentioned about 3c leave on 4th jun 2019

Can anyone help me in this matter for doing my admin review
