Foreign passport expired

Good evening. Just wondering if anyone can give some light on my problem. I hold a foreign passport but l have ILR. I am eligible for British citizenship but cannot do it now due to circumstances. Someone told me l can applying for a travel document. One of the eligibility creteria is as follows :
*You must be settled here permanently (known as ‘indefinite leave to remain’)
You must show that you’ve formally applied for and been unreasonably refused a passport by authorities in your country, unless you have permission to be in the UK as a refugee or stateless person.*
I have not been refused a passport by my country of origin but l cannot apply for one as l lost my ID and birth certificate which is needed to renew my passport (expired last month).
I have no intention of applying for British citizenship at the moment due to financial constraints.
I have to travel to Europe soon so was wondering if its possible to Apply for a Home Office travel document. I am not a refugee.
I do have my foreign expired passport and my ILR biometric card.
I have no plans to travel to my country of origin anytime soon due to political instability.
Thank you for taking your time reading my post. Any ideas would be greatly appreciated.

Travel document is generally offered to people who are here under humanitarian/refugee protection and normally cannot apply for passport from their home country. Having clerical/financial issues does not get you a travel document I am afraid. If you lost your documents, you must liaise with the consulate of your home country to see how you can get your passport renewed

Further to Zimba's response, also see the Home Office guidance on travel documents.

The only one that you could qualify for is the Certificate of Travel.

COTs are issued to people who do not qualify for convention travel documents or stateless person’s travel documents.

To be eligible for a COT, applicants must have been formally and unreasonably refused a passport by their own authorities and have either been:
 granted indefinite leave to enter or remain in the UK, or
 refused asylum, but granted humanitarian protection or discretionary leave to remain in the UK.

COTs are usually valid for travel to any country, except the holder’s country of origin and/or the country they sought asylum from.

A COT can be withdrawn before it expires if appropriate, particularly if the holder no longer has valid permission to remain in the UK. The issue of a COT does not prevent other action being taken, including the removal of refugee status, or permission to remain in the UK.

Some European countries may not accept COTs as valid travel documents. The holder of a COT must check the acceptability of the document and any visa requirements when planning their travel abroad.
The way I read it, you will need to apply for a passport with the local embassy/consulate of your home country, get a refusal letter stating the reasons for the refusal and then submit that along with your application for a travel document.

Note that you won't be able to travel to your country of origin (because if you can go there, you can apply for a passport there)and many other countries (including most in Europe) don't recognise or give limited recognition to Certificates of Travel.
