Learner Support Fund - Public Fund

My wife is doing childcare course and she is been asked to fill Learner Support Fund , we both are on 'NO recourse to public fund' .

'Learner Support fund' will waive her fees and other costs related to course.

I was wondering if this 'Learner Support Fund' falls in public funds ?
