Tier 2 PBS Dependant visa Extension

Hey all needed some visa advice. I am currently applying for my wife and kids PBS dependant and PBS child visa. I am the Main applicant, I have a Tier 2 General Visa, which is valid till Feb 2023. My Cos when issued last year, was for more than 3 years. Now my wife and kid have been on Tier 2 visa since March 2017. I am renewing their visa as it is expiring in March 2020. My questions are

1) When I renew their visa, will I have to pay fees for more than 3years or less than 3 years. As the maximum they can get is till Feb 2023.

2) The application asks for Length of Main applicant's CoS - Can I put it as upto 3 years, as the duration will be just a month more than 3 years.

3) If I decide to apply post Feb 2020, Will it violate UK immigration laws, if they haven't received the visa application decision till the last date of current visa.

You will have to pay for the full extended duration - so if their visas expire on the 01 March 2020, and your visa expires on the 01 February 2023 - then 3 years in total.

You can apply for an extension once your extended CoS has been assigned by your employer.

What I wanted to know, as my Original CoS issued a year back says Tier2 General > 3 years, will my wife and kid have to pay a visa fees more than 3 years, even though the time left till Feb 2023 is only 3 years.

The last question was regarding general immigration laws, will they be classified as overstayers, if they have applied for visa in late February 2020 and the visa decision date goes beyond the last date of existing visa.
