"When they come to the UK" seems to imply that the applicant(s) have been here before, and presumably complied with their visa. In that case, there would be little reason for them to be refused another visa, unless the sponsor withdraws his support.
What is your exact relationship with the applicant? Are you involved in offering support and accommodation?
I was faced with a similar problem some time ago regarding a proposed visit by a family member of my wife, and I did not find his company particularly congenial. In my covering letter I wrote - "I understand a one month visit is proposed. I am willing to offer support and accommodation for this limited period and purpose only. Should the applicant indicate any other intention you may wish to bear this in mind." He didn't get a visa.
