Confirming identity - officer of the armed services

I need someone to confirm identities as part of a UK passport application. An option is: "officer of the armed services".

My friend is a commissioned officer in the British Army which qualifies, but he is currently posted to Cyprus and living off base (but in army accommodation).

However, a stipulation of confirming identity is that he: "live(s) in the UK.

Does an active posting to a foreign country, but with the British Army qualify as still living in the UK?
