Dart Charge - Naturalisation

Need some Advice Please

I have ILR since 2017 and now i intend to apply for Naturalisation. I was handed
FPN for not paying Dart charge but the notice was cancelled as this was my first Penalty charge.
The issue date was 27.08.2019. I would like to know whether i need to declare this in my application
form even though it was cancelled. Is it safe to apply?

If the penalty notice was cancelled then it doesn't exist therefore nothing to declare - even if it was valid it wouldn't lead to refusal.
