Yes you should definitely mention that, there is no harm in mentioning. As you got student Visa to uk in same year, they definitely know about your US Visa refusal (bcos it is standard practice for us consulate to stamp rejection on last page of passport as "Application received" stamp) and most probably, uk ECO's know this and might have seen the stamp when you applied for student visa itself.I have been refused a student visa for the US back in 2003 and there is a stamp from US consul saying application recived on the last page of my passport with the date. I do not have a reference number but the remember the reason as funds. Should i mention this or not.
If the question is regarding leave to enter / remain applications, then this never reached that stage. The leave was granted, though it is another matter that you decided not to utilize it and this decision (to not utilize it) has no bearing.
