PCNs and FPNs are usually issued to the registered keeper, who then has the responsibility of identifying the driver at the time of the offence. Thanks for the advice. But your statement isn’t correct. PCNs are not like FPNs. PCNs are dealt with under the Civil law and it is stated in the law that no matter who has been driving, the PCN will ONLY be issued to the registered keeper.
if this is the case, then you have nothing to worry about. Just declare the PCNs in the application. I guess there's nothing you can do about it. If you dont mind me asking, how many PCNs have you had in the last 5 years?
In fact, we contacted the authorities and tried so hard to change the name on the PCNs, when they happened, but they refused to do so. And that is the whole issue here.

I think we have 5 between the 2 of us.
