Apply as Tier 5 dependent within cooling-off period?

Hi all. I am currently on T5 charity worker and my wife’s with T5 dependent.
WIll it be possible for HER to apply for a T5 charity worker the following year without the cooling-off restriction? Considering the PBS dependent is Strictly speaking, not a T5 charity worker visa.
And will it be possible for me to apply the other way around without the cooling-off restriction? Appreciate!
