Thanks. It is a bit more complicated: I had CSI via my Italian EHIC, but my wallet was stolen in 2013, so had no chance to prove it until I received a new card later on in the year. I also had a dependent family member insurance through my father, but only managed to obtain information for two of the past six years.

In short, while I had it, it would have been awkward to prove I had it.

Do you mind me asking how long you were a student for during your qualifying years before your settled status?
I was a Master's student in the UK from September 2013 to September 2014. Received Settled Status on February 2019. Applied for naturalisation a year after.

Based on what the Home Office have said it seems they're arguing that CSI has always been a requirement for citizenship, and that they're just clarifying this requirement. It's possible the caseworkers are exercising a larger degree of discretion for applications that were handed in before the new sections on EU Settlement Scheme and CSI were added to the guidance. If that's the case, I do hope the Home Office will be willing to look past the CSI requirement also for future citizenship applications.
