Need help - English langugage and Family application

Hi,
Need advice and help. I have read some of the earlier discussions but still confused regarding the English requirement, and also since a friend suggested that some requirements changed recently

I got ILR in 2016, after 5yrs under Tier 1 (general). For my T1 application and renewal I used PBS using my graduation degree from India. In my ILR application I ticked "An academic qualification deemed by UK NARIC to meet the recognised standard of a Bachelor's or Master's degree..." providing original degree certificate and previous PBS calculator. For ILR I did not take B1 test NOR provided NARIC certificate

1) So how should I answer - "Did you meet the knowledge of English requirement as part of an indefinite leave application made on or after 28 October 2013?" YES / NO
- Do I need to get and submit NARIC certificate or take B1 test this time? It would be a long process and time issue to get any of these at this stage.

Depending on that, how should I answer
*Do you have a degree that was taught in English?" YES / NO
*Do you have a previous visa, entry clearance or leave to remain where you had to prove your knowledge of English? YES / NO 
*Tell us the previous visa, entry clearance or leave to remain you had?  - Should I mention only ILR or Tier 1 as well

2) And secondly for my spouse and children application, its better to use "additional applicant" option after my form or create a completely new application?
