Tier 2 ICT >>> Tier 2 General (High Earner Route)

Hi Guys,

I am currently on T2 ICT Visa expiring on May 2023. I recently got an offer from a Tier 1 employer who is offering me more than £160K and ready to convert my tier 2 ICT visa to Tier 2 General Visa. However, the immigration team is telling me that I will have to travel back to India (not possible in current situation) and they will file my application there as this switch is not possible in-country (UK).

1. Is this the only way even though I am going via high earner route and will be allotted unrestricted COS?
2. If travelling to India is the only option, then is it required that my family has to travel along with me or the dependent visa can be switched within UK?

Any help/suggestions would be highly apprecaited.
