i only can assume, they have different people dealing with piles of application and everyone is working at their own pace.....

As if the Minister is personally signing the certificate ! They just don't want to give it & they make lame excuses desperately hoping all immigrants will just vanish after paying taxes for 8 years. Aug 2008 (today) told by INIS my application is "with the minister's office". The minister is away so call again in 6 weeks if I've not heard from them.
