Tier 2 ICT to Tier-2 PBS Outside UK Application with in current cooling off limit

Hope you all are doing good and safe!

I am currently on my Tier-2 ICT long term visa extended due to covid till 31st July with a grace period till 31st Aug [in the process of getting my return journey finalised] (initially ended in 8th May). I was on short term ICT before with two work permits 2 years each.

Below are my travel history:

Tier2 Work Permit - 10/01/2008 - 04/12/2009
Tier2 Work Permit - 11/07/2010 - 18/05/2012
Tier2 ICT Short Term - 10/02/2014 - 16/12/2014
Tier2 ICT Long Term - 08/05/2015 - (08/05/2020) 31/07/2020

Break between Short Term and Long Term is 143 days.

Based on my conversation with few experts early this year only option left to me to continue my stay here is to become dependent of my wife on Tier 2 General or Tier 4 Student with course duration more than 12 months. - This was in-lieu with 10 years continue stay.

With the recent guidelines for the PBS, things are not very clear. I would want to check if any of those announcements are in favour for me and open up any new avenues.

Point 107 - In country switch is possible from ICT to General
Point 27 - Moving to another immigration route in country

With the above two, what would be options after I left the country and apply in Jan 2021?
