Reapply after visa expiry???????????

My brother is applying for HSMP in October 2008. The fresh talent scheme he is currently in is expiring in November. Just in case his HSMP application outcome is negative and it comes after his current visa expires, can he make another HSMP application in the next few days??


Any advice is greatly appreciated.
