Are Americans eligible for Tier 5 Youth Mobility Scheme?

Hi,

I was just wondering if anyone here knew whether the US was going to be one of the "participating countries" under the new Tier 5 Youth Mobility Scheme. Does anyone know? I've searched all over the web it seems without any luck. :?

Any information you may have would be greatly appreciated!
