Personal Allowance vs. Married Couple's Allowance on Taxes

Hi, sorry about this, not sure if this is the right page for the question--but I have been trying to research on the matter but can't find any answer- not even in the HMRC site for this particular question.

My husband (HSMPvisa holder, and the only one working) has been working for 4 years now and for 4 years he is just given the Personal Allowance for the taxes. I have reviewed the Rates and Allowances section on the HMRC form and there is a "Married Couple's Allowance" (up until last year) - how should this thing affect his filing of taxes? Is the MCA something that is on top of the Personal Allowance (£6035).

Hope someone could enlighten me, we have been trying to call their helpline but no one seems to be there (called 3 times and waited 15mins each).
