I am writing to understand the refund process for an application I made for my child from outside the UK.
My child was born in the UK, where we got his Indian Passport(from Indian embassy London).
We travelled from UK to India with the child's passport only and without a visa.
I made an online application for the child's visa whilst in India (application type: "PBS, Start-up, Innovator or Global Talent – Child visa").
I paid both the visa fees and IHS surcharge(for 3 years).
Due to some extreme family crisis, we have now decided to cancel this application and would like to request for a refund.
Our initial appointment at VFS Global was on 7th September 2020, but this I rescheduled to 28th September.
Hence, the bio-metrics hasn't yet taken place!

As per the below information from the above link...
If you applied from outside the UK
If you have not yet given your fingerprints and photo, you can cancel your application online and your fee will be refunded.
How you cancel depends on whether you applied using:
Visa4UK - sign in to your account then find the refund link on the payment confirmation page
AccessUK - sign in to your account using the link from your sign-up email, then go to ‘Section 6: further actions’ to cancel your application
If you have already given your fingerprints and photo, contact UKVI to cancel your application. Your fee will not be refunded.
...I have not used any of the above 2 methods for my child's application as I am currently on Tier 2 General visa and hence used the below link from the gov.uk website:

Therefore, presently I am not entirely sure how to apply for the visa fee and IHS surcharge refunds considering that we are cancelling the application before biometrics?
