Collecting BRP - During 14Day Quarantine

Hello, my brother in law has today arrived into the UK from India on a spouse visa and was wondering about the BRP collection from the post office. The letter states he must collect within 10 days although he has to quarantine for 14 days. Is it still ok to collect after his quarantine or does he need to nominate someone to collect on his behalf?

Collect after 14 days, there will be no penalty. can't nominate someone unless has serious illness or disability preventing collection.
