switching to student visa tier 4

at the moment im living as a dependant on my dad's ICT tier 2 visa which will expie in 2022. i am supposed to start university in september 2021. could you guys help me with the following question....
1. do i need to switch to a student visa beofre starting my course
2. would i still be able get student loan
PS i moved to the uk in 2017...ive been in the uk for just over 3.5 years

Why do you want to go to Tier 4? Tier 2 dependent allows you to study, doesn't it?
