Euss family permit

Hello,
I hold a Eu passport and I ve got pre settled status and I would like to apply for my parents to come to the UK through the application euss family permit. They live in Italy with my little sister (11 years old) and an older one ( 21years old) and hold italian permanent residence card. Is it possible to apply Even if They don't depend on me?. What do I need to mention in the application ( yes or no). As my sisters live with my parents. Do I need to mention it . If yes , does this affect the application? Thank you for help

What's the purpose of their visit? Just to visit you temorarily, or to stay permanently?
