Tier 4 Student Dependant visa application

Hi.
I am planning to apply for a dependant visa. My wife is in the UK on student visa. She travelled to the UK just 3 weeks ago. Her university fee is £13000, from that £7000 are paid and £6000 balance.
I want to apply dependant visa with my 3years old daughter.
I wanted to know:
1. Shall my wife pay the remaining university fee of £6000 before we apply dependant visa? Or can we apply on the fee installment plan issued to my wife from the university?
2. Is it not too early for us to apply as her dependant visa? Or its fine?
3.Can I show funds in my Pakistani bank account as living expenses in the UK? , Does my wife need to show any funds too? If yes how much?

Where are you reading that either of these matters has any bearing on your application? They do not.

3.Can I show funds in my Pakistani bank account as living expenses in the UK?

Yes.

Does my wife need to show any funds too? If yes how much?

No.
