You would have to contact the Irish embassy in your country and check with them whether a certified copy of your passport will count during the application process. It seems like the way the scheme works has recently changed- before Friday I believe you submitted your documents by post to Ireland without including your passport, but now it seems you submit your documents to an Immigration Centre and include your passport. Though I'm not positive about that as you need to complete an online form first, which I'm unable to do at the moment.
I'm already living overseas and feel nervous giving up my passport in case there's an emergency and I need to get home. Do you know if Ireland allows you to retain your passport for a fee as well?
Thanks also for the police certificates. I have those so I'm glad I'm on the right track. Any idea if local police certificates are required for the US as well?
