eea national applying for nephew

can an eea national exerccising treaty apply for residece for their nephew ? if yes what are the requirement.

I think he may qualify as an extended family member. This is open to interpretation, so you need to make a good case. I think he would have to be under 18, and it helps if you have previously looked after him, or if the parents are not able to do so.
