Tier 2 Dependent without BRP card

Greetings.

I recently migrated to UK on Tier 2 General visa.
I am yet to receive my BRP and even after multiple chasers with Home office I have not yet received any response or my BRP.

My questions is :

Can I apply for my Spouse visa with the following only :
1. My Passport copy
2. CoS number which says they sponsions the dependents also
3. Rent agreement

I dont have BRP yet . Can I apply for Dependent visa without having received my BRP yet

Yes you can. You can give the GWF number or another number in the letter to collect BRP. When you start filling the application it will give you options of what to fill if main applicant has not received a BRP.
