What do they want as proof of address? Would GP letters be enough?
We have the case of old dependant with settled status and PR BRC who lives with children (no house bills, council tax, or DL)..

an EU Settlement Scheme family permit
a UK-issued EEA family permit
a UK-issued biometric residence card
You cannot use an Article 10 or Article 20 residence card issued by an EEA member state.
