EU Settlement scheme for non EU family Member

Hi,
I Need an help, I'm non EU citizen and my married with a EU citizen. we decide to come to UK end of November and I came with visitor visa (We didn't know about EEA Family permit). Once her in UK my wife applied for EU settlement and got Pre settlement status.
I want to know if can I apply for EU Settlement scheme as partner of EU citizen who came to UK with Visitor Visa?

Yes you can.

You'll need to apply with the option online+post, since you do not have a biometric document. This will make things a bit longer, but it's possible.

When applying you need to input your spouse's application number, so that your application is linked to hers. That's it.

Applying on a visitor visa is less than ideal, and not the correct procedure, but seems that this is at least tolerated. I've seen at least a case here of someone applying on visitor visa and getting it.

I did the application online and I have to go and give my bio metrics.
After giving the bio metrics how long it takes to get the EU settlement card?

Can i travel while my application for EUSS is in progress? I came with visitor visa, applied for EUSS and also gave my bio metrics and now waiting for the decision.
