Questions about uploading document

Hello

I have applied for British citizenship as my wife is British citizen and I have ILR for the last 2 years. Total time in the UK is 8 years . I applied today online and have book an appointment for this Friday (22nd Jan) at 2:30 pm in Manchester( free of charge appointment) There were no other appointments till mid Feb. I have some questions if anyone can help please

1) it says I have to upload the documents 48 hours before the appointment which means tomorrow (wed) 2:30 GMT. I need my referee to sign the deceleration form and he is only available after 6 tomorrow. Can i Upload the document a day before the appointment or shall i change my appointment date

2) on the upload page there is no option to upload the refree declaration, shall i upload it in Some other category?

3) when they ask proof of living in the UK for last 3 years if council tax bill for 3 years sufficient as evidence?

1) Self-submission is OPTIONAL. If you want to benefit from the new feature, you must upload and self-submit up to 48hrs before the appointment. If you do NOT want to self-submit, you can upload ANYTIME before the appointment date and submit at the appointment itself. Self-submission is recommended as you may save some processing time - your documents are sent to UKVI even before biometrics in this case. You can self-submit only ONCE. But if you forget to upload any documents, you can always upload later on (after self-submission) and submit at the appointment then (you will not be able to self-submit again but can submit at appointment).

Thank you so much for the response. Sorry If its a dumb question, but when you way self submission you mean uploading the documents? So if i don't upload the documents would they upload it for me on the appointment day?
