If you have flawless past i.e. no criminal convictions, cautions, warnings etc, you may still apply and explain in a cover letter. It will be up to CW’s discretion though. A risk is involved that you may loose your fees if refused. You will be able to apply again after 3 years if refused though.
I have made a phone call to the police. They checked again the accident and the warning letter in their system, and they assured me it's not a criminal record and it is just a letter to ask me to be careful when driving in the future. I think I will still submit my application next week as planned since I don't have any record in the past besides this warning. I have nothing to lose other than the fees. I will go for it.
