EEA Family Permit Refusal and Expiry

Hi All,
I have applied for my grandchildern EEA Family Permits. They are all under the age of 16. They have been refused on basis that Birth Certificates have been registered late. They are from Pakistan and their Birth Certificates have been issued from NADRA which is the most authenticated instituation to provide these documents. The relationship is genuine. But unfortunately they have refused the application. We intend to apply again with more documents to proof the relationship.

They already took 6 months to come up with this refusal. Now we are waiting for the passports to come back. And we intend to apply again. But if they dont decide on our application well within first few weeks of June then what option are we left with.

As EEA Family permits are expiring on 30th of June. So if they are granted EEA Family Permits will they be able to join us after 30th of June or they have to enter the UK before 30th of June and apply for next status here in UK? Can someone please clarify that.

And if we go with the option to appeal will they be decided earlier or the best option is to go for new application and hope they decide earlier this time so they can come to uk before 30th of June.

30th June is really the last date to enter the UK with EEA Family permit?
And if they enter UK before 30th of June, is 30th of June is the last day to apply for for extension to EEA Family Permit.
