Tier 2 Dependents Income Threshold and Lost Job

Hi Friends
One of my Friend(British Citizen by Tier 2 work Permit Route) has two Dependents (Wife and Daughter) Under the Tier 2 Dependents visa. and He is Planning to apply ILR for his Dependents Next month.

Due to covid His restaurent owner shutdown his business and he lost his job 5 Months before. He managed to find the job but because of lockdown and limited business activity he has just part time work and He is earning around £900 a month.(£10,800). So he started to claim Universal Credit Benefit .

His wife was looking after their children and she was not working for her whole period in the Uk. I believe he has to earn at least £18500 a year to apply ILR For their Dependents. ,what he is earning now is way less than required salary threshold.

Please Suggest what will be the best Solution to him to Apply ILR for his family ?
is their any government exemption for income threshold for the period of covid effect?
please suggest best option for him.
your suggestion will be appreciated🙏🙏

If they are still under Tier 2 (General)/Skilled worker dependants, then there are different requirements for ILR (SET(O)).
