Permanent residence card vs EU settled status for naturalisation

Hello everyone,
I have confused about a naturalisation application.
The applicant is a minor (11 years), born in Pakistan and immigrated to the UK at 2 years. Father is Portuguese (naturalised), and the mother is Pakistani. Al the family members have EU permanent settlement. Can the minor apply for naturalisation?

1.1 Indicate the section? Which section is appropriate in this case? It may be 3(1) or anything else?
1.2 State any reference numbers uned I your immigration applications? What is it?

Please, anyone, help me.

Split into a separate topic as the question is about child registration as a British citizen.

Assuming that both parents and the child have permanent residency or settled status, the child will be eligible to apply to register as a British citizen under Section 3(1) when either one or both parents apply to naturalise.
