If one of the parents gets ILR but the child does not have ILR yet then can parents apply direct british citizenship for their child who is under 18 and was not born in the UK? or children must also have to apply ILR first if they were not born in the UK?

Under Section 3(1), they usually expect a non-UK born child to have ILR first and at least one parent is British or applying for Naturalisation, and the other parent having ILR.
